Locke review

Updated 2026-09-08

Product & capabilities

Locke combines AI agents with in-house government-affairs professionals. Its current service covers real-time monitoring of legislation, regulations, hearings, RFPs and other government signals; citation-backed regulatory briefs; stakeholder mapping and government-contract proposal drafting; and lobbying support.1

That makes Locke closer to an AI-native professional-services platform than a conventional self-serve SaaS tool. Government monitoring can be delivered through Slack, while policy and lobbying staff remain part of the service path.1 Y Combinator independently corroborates the model: AI agents support a government-affairs firm and are intended to expand into government-agency deployments over time.2

The breadth is meaningful for companies that otherwise assemble separate policy, lobbying and government-business-development providers. Claims that the service is faster or cheaper than legacy firms, however, are vendor positioning rather than independently validated comparative performance.

Pricing & access

Locke does not publish list pricing, a public free tier or a self-service subscription path on the reviewed surfaces. Access is service-led through Locke Government Affairs and a contact/get-started flow.1

That is consistent with work involving lobbying, contracting and policy strategy, but it limits pre-purchase cost comparison. Buyers will need a proposal that separates the value of the human professional-service component from the value of the underlying agent software.

Evidence & trust

The current public surface clearly states what Locke does and identifies the sectors it serves, while Y Combinator corroborates the company, active status and the combination of AI agents with policy staff.32

Public evidence is thinner on the technical and assurance layer. The reviewed surfaces do not provide detailed standalone documentation for API access, security architecture, data retention, independent compliance certification or production reliability. Exact-product independent professional reviews and user-rating evidence are also scarce.

This matters because government affairs can involve sensitive commercial strategy, regulatory interpretation and contracting information. Buyers should therefore treat security, confidentiality, data handling, human oversight and recordkeeping as explicit diligence items rather than assuming ordinary SaaS controls.

Who it's for

Locke is best suited to government-facing companies in sectors such as defense, healthcare, GovTech, AI infrastructure, energy, space, manufacturing, biotech, fintech and critical infrastructure that need continuous regulatory and contracting support.1

It is less suitable for teams seeking a transparent self-serve policy-monitoring SaaS product, a public developer API, independently benchmarked automation, or a mature software vendor with extensive public security and reliability evidence.

Strengths & weaknesses

Strengths

the integrated path from monitoring to regulatory analysis, stakeholder work, proposal drafting and lobbying, plus the ability to combine agent speed with human government-affairs expertise.12

Weaknesses

opaque pricing, early-stage maturity, limited public software-assurance documentation and very sparse independent exact-product evidence. The service model may be valuable precisely because humans remain involved, but that also makes it harder to isolate and compare the quality and economics of the AI layer itself.
